GENEVA – The UN High Commissioner for Human Rights Navi Pillay on Wednesday hailed the coming into force of a landmark new human rights treaty designed to deter the practice of enforced disappearance, punish its practitioners and protect its victims. After Iraq became the 20th State to ratify the International Convention for the Protection of All Persons from Enforced Disappearance on 23 November 2010, it will officially come into force 30 days later on 23 December 2010.

The Department of Special Investigation (DSI) has taken up the investigation of the torture case of Mr Makata Harong, Mr Sukree Maming, Mr Manasae Mama, Mr Suderueman Malae and Mr Abdulloh Abukaree, the last five clients of Mr Somchai Neelaphaijit before his disappearance. The five men were accused of stealing guns from the Pileng Army Camp, Narathiwat province on January 4, 2004 and were charged with 'attempt to kill'. One year since the ASEAN Inter-governmental Commission on Human Rights (AICHR) was inaugurated in on 23 October 2009, we, the Solidarity for Asian Peoples’ Advocacy Task Force on ASEAN and Human Rights (SAPA TF-AHR), have prepared a report to review the performance of the AICHR in its first year, as part of our commitment to follow up and push forward the improvement of human rights in ASEAN. Our review encompasses several dimensions: the AICHR’s core documents, structure, institution building, implementation, handling of cases, and external relations.

Three rights groups in Thailand have today called on Ban Ki-moon, the United Nation’s (UN) Secretary General, to intervene to prevent further abuse of Myanmar migrants deported from Thailand. The UN Secretary General will visit Bangkok on Tuesday as a guest of the Royal Thai Government (RTG).

The First International Conference on Human Rights in Southeast Asia organized by the Southeast Asian Human Rights Scholars’ Network (SEAHRN) was successfully conducted on 14 and 15 October 2010. The Conference opened with a keynote address delivered by Dr Surin Pitsuwan. Dr Surin spoke of how human rights were at different stages of evolution in the region. In ASEAN many countries still see the individual in the context of the community and thus individual human rights as a concept has yet to be fully embraced.

The Southeast Asian Human Rights Studies Network (SEAHRN), on 15 Oct, expressed its strong disappointment on the actions of the Thai and Vietnamese governments in their refusal to allow a Vietnamese scholar, Mr Vo Van Ai, to travel to Thailand to present a paper at the First International Conference on Human rights in Southeast Asia organized by the SEAHRN on October 14 and 15 in Bangkok.

Thailand must cease invoking the Emergency Decree and the Internal Security Act, as they flout international human rights law and standards, Amnesty International said today.
The Emergency Decree and/or the Internal Security Act (ISA) were first invoked outside of Thailand’s southern regions, which has witnessed ongoing unrest, on 12 April 2009 during anti-government demonstrations. Either the Emergency Decree or ISA has been put into effect by the authorities in parts of Thailand outside the South for almost half the time since then.
