Netizens have released an official letter from the Recruiting Office of a certain province, signed by an officer with the rank of colonel, sent to the Provincial Election Commission asking for a list of canvassers and supporters of political parties in the province’s constituencies, saying the chain of command will use the information if there are problems in the area, emphasizing “[we] will conceal the aforementioned information as secret so that it will cause no problem to your office in any way”.

A report on the Internet Freedom website, which is still blocked by the ICT Ministry, included an official letter from the Recruiting Office of a certain province to the Director of the Provincial Election Commission. The letter, indexed Ko Ho 0481.62/628, Very Urgent, is classified as ‘secret’. It is dated 3 June 2011 and the subject is “Request for support in list of names of supporters/canvassers in the 2011 election for constituency MPs”.
The body of the letter says the Provincial Recruiting Office “in coordination with the chain of command” requests details on the “supporters/canvassers” of each political party in the election and says “the chain of command will use this information if problems arise in the area.” The letter affirms that they “will conceal the aforementioned information as secret so that it will cause no problem to your office in any way”. The letter is signed by a military officer with the rank of colonel holding the position of Provincial Recruiting Officer. The letter is re-printed below.
