On Apr 1, Aree Jiworarak, Director of the Information Technology Supervision Office under the Ministry of Information and Communication Technology, said the Ministry's recently established Internet Security Operations Centre (ISOC) had blocked over 7,000 improper URLs or web pages, which included 1,403 culturally and morally offensive pornographic pages.

The ISOC has its staff keep watch around the clock of contents which affect internal security, culture and morality as well as gambling and illegal activities.

Now the Ministry is investigating the case of the pornographic animation clip ‘Ninja Love' which was posted at mthai website, and is trying to find the poster for prosecution.

When the Ministry finds out or is informed about web pages with inappropriate content, the Committee to Investigate, Prevent and Suppress Inappropriate Websites will meet to consider them.  Results of the meeting are presented to the ICT Minister to ask for a court order. With the court order, the Ministry will instruct ISPs to block the URLs, and write to the National Police Commander to find the culprits.

Website and hotline call service set up to crack down on offensive websites

The National Telecommunications Commission, National Electronics and Computer Technology Centre (NECTEC), and the Internet Foundation for the Development of Thailand have set up www.thaihotline.org and hotline call service 02-642-7033 where the public can give information on websites which are offensive to the monarchy, contain pornography, deal with gambling activities or violate the rights of other persons.

Prof Dr Pairach Thatchayapong, President of the Internet Foundation for the Development of Thailand, said that the Thaihotline website would be working at world-class standards, and focusing on the protection of children and youths from rights violations and exploitation.

Thaihotline will also forward information on inappropriate websites to NECTEC for the purpose of researching and finding measures to mitigate or prevent the impact of the inappropriate content on the internet.
