Pheu Thai leader Chonlanan Srikaew confirmed that the Amnesty Bill referred to in the Memorandum of Understanding (MOU) between the Move Forward Party (MFP) and Pheu Thai Party (PTP) on July 3, focuses only on cases related to political expression, assembly, and protest, and does not include cases under Article 112 or Thaksin's cases 

The Bill aims to grant amnesties to people convicted of cases related to political expression, he said, emphasising that the Bill is a collaboration between the two parties only. Therefore, it should be considered a binding agreement only between the two parties, not all 8 parties involved in the coalition.

On July 3, after the MFP and PTP jointly announced the MOU on House Speaker nomination and collaboration on efforts to push forward draft legislation, including the Amnesty Bill on political expression, there was speculation about whether this was an attempt by the PTP to bring back to Thailand Thaksin Shinawatra, the former Prime Minister who is currently in exile.

Chonlanan insisted that the draft of the Amnesty Bill is specifically related to political activities and does not cover the issue of Thaksin or individuals who have violated Article 112.

"I asked whether it was related before the press briefing (on July 3). When the two parties were discussing, I emphasized this point. The individuals who negotiated, the ones who were discussing from both parties, including Chaitawat Tulathon (MFP Secretary-General), and Phumtham Wechayachai (Pheu Thai) who were talking together, stated that it is not related to Section 112 and is not related to Thaksin. I emphasise this because I was the one who raised the issue," Chonlanan said.
