The Cross-Cultural Foundation has filed a complaint against Thai government officials under the Anti-Torture and Enforced Disappearance Act, after it learned that the Thai authorities had already extradited Montagnard human rights defender Y Quynh Bdap back to Vietnam.

Two army instructors have been given a prison sentence, along with 11 other conscripts acting as the instructors’ assistants, for the beating and death of an 18-year-old military conscript in Chonburi.

One year since the Prevention and Suppression of Torture and Enforced Disappearance Act came into effect, the International Commission of Jurists (ICJ) said the Thai authorities has fallen short in implementing the Act and that it is concerned about the failure to provide proper training for responsible authorities on enforcement and to ensure prompt, thorough, and effective investigation and prosecutions in cases of alleged torture and enforced disappearances.
